This is either because the period of 50 years from the end of the calendar year in which the author died had already ended, or the work is of unknown authorship and the period of 50 years from the end of the calendar year in which the work was first made has ended. See § 313.6(C)(2) of the Compendium of U.S. Copyright Office Practices, 3rd ed. 2014 (Compendium (Third)).
