約瑟夫甘迺迪三世

約瑟夫·柏德烈·甘迺迪三世（英文：Joseph Patrick Kennedy III，1980年10月4號—），係美國律師兼民主黨籍政治人，又叫祖甘迺迪三世（英文：Joe Kennedy III），響2013至2021年做過美國麻省第四國會選區眾議員，未做議員之前係一位檢察官。佢亦係甘迺迪家族成員，麻省第八國會選區前眾議員約瑟夫甘迺迪二世個細仔。

約瑟夫甘迺迪三世響波士頓出世，係約瑟夫甘迺迪二世個細仔，比佢孖生大佬馬太遲八分鐘出世，佢哋仲係羅拔甘迺迪個孫[1]。佢哋兩兄弟響馬什菲爾德度大，有時響暑假都會去鱈魚角玩[2]。

約瑟夫甘迺迪三世一出世就畀政治包圍，佢親戚愛德華甘迺迪當時係麻省眾議員，而老豆都響政府做嘢。而老豆同阿媽就響1991年正式離婚，當時佢只有十一歲，所以兩兄弟響老豆老媽離婚之後就成日要響劍橋同波士頓之間來回[3]。

約瑟夫甘迺迪三世響Buckingham Browne & Nichols school畢業之後，升讀史丹福大學科學科。期間因為佢從來都唔飲酒，所以啲同學就玩佢，定期幫甘迺迪響酒吧叫杯牛奶，因而畀人起花名「Milkman」[3]。同時，佢識咗積臣哥林斯（後嚟哥林斯做咗NBA籃球手）[4]。

響2003年大學畢業之後，佢加入和平隊。佢因為講得一口好流利嘅西班牙文，所以佢響2004年至2006年畀人派去多米尼加共和國到做嘢，期間佢為當地一間公園嘅導遊提供協助：佢唔單止重組咗嗰班導遊嘅工會，仲幫手改善公園嘅形象去吸引遊客去嗰度玩。佢話：「We basically created a union.」[5]

除咗響多米尼加共和國做嘢外，佢仲係東帝汶嘅反貧窮顧問同埋聯合國開發計劃署嘅研究人員之一[6]。

響2006年，佢同佢孖生大佬返嚟美國麻省做嘢，為親戚愛德華甘迺迪助選，同年佢入讀哈佛法學院[3]。響哈佛法學院，佢響Harvard Legal Aid Bureau度做嘢，響2008年金融海嘯發生之後為低收入人士提供援助，仲創辦雜誌「Harvard Human Rights Journal」[3]。響呢個時候，佢識咗同學兼未來老婆Lauren Anne Birchfield，兩個人響2007年開咗計劃「Picture This: Justice and Power」，為波士頓牙買加平原嘅後生仔提供協助[7]。

2009年佢攞到法律學位之後，佢去鱈魚角做咗DA（檢察官）。響2010年，麻省時任眾議員標戴蘭德話唔撈，所以約瑟夫甘迺迪三世開始想接佢個位，但係標戴蘭德最後又話要做返[8]。響2011年，約瑟夫甘迺迪三世轉為去米德爾塞克斯縣做DA，而同年九月標戴蘭德最終都係選擇唔撈，於是佢決定改為做政治[8]。

響2012年1月，約瑟夫甘迺迪三世表示想參選麻省第四國會選區眾議員[9]。同年2月，佢正式宣佈參選麻省第四國會選區，仲發佈咗一條片，片入面佢話：「我相信響呢個國家有一個簡單嘅共識：就係每一個人都係平等嘅，政府同大家都應該平等去對待。」[10]響同一時間，佢又話會幫麻省嘅市民爭取工作平等、更加好嘅教育制度、公平嘅收稅制度同埋住屋制度[10]。

雖然同時有另外幾位民主黨人士都話想參選，但係當約瑟夫甘迺迪三世佢一話參選之後，其他人都轉為支持佢，其中一個重要原因係甘迺迪家族長期都有人係做緊麻省嘅眾議員（愛德華甘迺迪係前麻省國會眾議員、而老豆約瑟夫甘迺迪二世係前麻省國會第八選區議員）[11]。同年11月正式舉行大選，最後甘迺迪以得票率百分之六十，擊敗對手、共和黨嘅施比拉德，成功當選[12]。

2013年1月3號，佢正式宣誓麻省眾議員；同時亦加入美國眾議院外交委員會同埋美國眾議院科學、太空同科技委員會。佢讚科學、太空同科技委員會係令到一啲好似佢所在嘅地區嘅企業得到聯邦政府嘅援助，就好似國家科學基金會同埋中小型企業技術革新委員會。因為佢係新人，所以佢冇得參加美國眾議院教育同勞工委員會[13]。

同年2月響科學委員會聽證會上，德州儀器公司總裁Richard Templeton補賞畀一位因為響麻省核電設施做嘢而患癌嘅前員工，甘迺迪聽到後對嗰位員工嘅努力提出質疑[14]。4月，佢發起政治行動委員會4MA PAC[15][16]。另外，身為外交委員會成員，佢響5月聯同其他4位成員去到阿富汗，同時任總統卡爾扎伊兼軍隊成員見面[17]。返嚟之後，佢畀人任命做麻省州長德蕭·派翠克轄下嘅STEM諮詢委員會成員[18]。

2013年7月，有七個人響CPC投票反對Amash-Conyers修正案，其中一個人係甘迺迪[19]。Amash-Conyers修正案主要係限制美國愛國者法215節，試下去限制NSA嘅監視計劃。相比之下，好多民主黨人都投票支持。佢同時亦係美國ー日本決策會議成員之一[20]。

響跟住落嚟嘅選舉，佢都成功連任（2014年同2018年自動當選[21][22]、而響2016年以得票率大約百分之七十成功連任[23]）。

響2018年1月26號，參議院多數黨領袖佩洛西同埋眾議院少數黨領袖舒默提名甘迺迪去代表民主黨響回應當勞侵嘅國情咨文[24][25]，主要原因係民主黨響2016年嘅總統大選入面輸咗，所以佢要揀一位新人，而且約瑟夫甘迺迪三世重係甘迺迪家族第五代成員，由佢嚟講會更加有說服力[26]。同年1月30號，佢響福爾里弗發表講話[27]。開頭，佢一直響度讚呢個屬於第四國會選區嘅城市，連當地高中嘅學生都有嚟聽甘迺迪嘅演講[27]。之後，佢用西班牙文去支持童年入境者暫緩遣返手續，仲批評當勞侵成日改變諗法，同埋批評司法部正「逐漸剝奪佢哋嘅公民權益」[28]。佢話當勞侵響度「玩緊一場結果係零嘅遊戲」[28]。

2019年8月26號，甘迺迪決定唔連任眾議員，改為參選麻省參議院選舉，挑戰大前輩ED馬基[29]。響2020年9月1號正式舉行麻省參議院選舉，結果甘迺迪得票率低過ED馬基11%左右而輸咗，成為甘迺迪家族史上第一個響麻省參加選舉而輸咗嘅成員[30]。而甘迺迪響選前已經得到參議院多數黨領袖佩洛西嘅支持，另外佢同時係甘迺迪家族成員，所以佢輸咗嘅呢一個信息，突顯咗民主黨內部年紀大嘅一派同後生仔一派嘅不和[31]。

2021年1月3號，佢正式唔撈麻省眾議員，個位由民主黨嘅雅各·柯金克羅斯接任[32]。

卸任後 編輯

響2021年1月尾，佢做咗CNN評論員[33]。6月4號，佢畀時任總統祖拜登任命做白宮學者委員會（President's Commission on White House Fellowships）成員[34][35]。佢亦創立咗Project Groundwork，目的係促進美國唔同地方嘅社區工作[36]。

大麻合法化 編輯

2016年，佢有份幫手籌集資金，希望令到Question 4唔通過，令到大麻響麻省係可以用嚟做休閒娛樂嘅用途[37][38]。另外，佢響2015年亦投票反對Rohrabacher–Farr修正案，而呢個修正案係提議限制聯邦法律響大麻合法（醫療上）嘅州[39]。

但係響2018年之後，佢由反對大麻合法轉去支持[40]。響2020年1月佢仲同其他人一齊發起一份議案，要求大麻響聯邦合法化，即係Marijuana Opportunity Reinvestment and Expungement (MORE) Act[41]。

氣侯變化 編輯

佢有份參加綠色新政，兼且支持減少溫室氣體排放、立法限制污染嘅排放、保護聯邦土地唔受石油嘅開採影響、推廣市民去用可持續能源去取代管道運輸同壓縮站，仲畀錢去有關嘅研究同設施。佢支持嚴格嘅石油能源效率標準同埋取消對大氣淨化法嘅豁免；又反對當勞侵退出巴黎協議嘅決定[42]。

人權問題 編輯

甘迺迪支持LGBT平權運動，接受跨性別追悼日[43]，仲係國會跨性別平等工作組成員[44]。

佢希望同支持擴大美洲原住民權益[45]；亦希望傷殘人士響唔同方面都等到平等對待，就好似響公共交通、屋企、教育同埋投票上都得到改善[46][47]。

同阿爺羅拔甘迺迪一樣，佢都捍衛窮人同埋打工仔嘅權益[47]。

醫療問題 編輯

另外，佢亦反對當勞侵提出嘅《2017年美國保健法案》。佢覺得當勞侵政府咁樣係散播緊恐慌，同埋令到跨性別人士嘅健康處於危險入面[48]。

響武漢肺炎爆發個陣，美國經濟因為肺炎而開始唔好，佢向國會提議畀每位人工低過十萬美金嘅美國大人四千美金、細路仔就二千美金[46]。佢表示反對叔叔小羅拔甘迺迪對疫苗上嘅立場。佢唔鍾意打疫苗，仲支持「反對疫苗接種運動」（anti-vax movement）[49]。

當佢挑戰ED馬基失敗之後，有人認為係因為佢太過驕傲自大同埋忍耐力唔夠，咁大膽走去挑戰前輩而唔係保住自己地盤，所以搞到甘迺迪家族保唔住麻省多年嚟嘅影響力[47]；如果佢有啲耐性，等多幾年再參加麻省參議院選舉，個位好大可能由佢坐正（馬基做完呢屆已經八十歲）[51]。亦有人認為係時候提醒下佢，家族同選舉冇關係[52]。

而對手ED馬基，就形容佢係「虛有其表嘅民主進步派」[53]。
